Support for enabling cluster federation for fleets

Cluster federation is a multi-cloud and hybrid cloud container solution. It is the cumulation of Huawei Cloud's years of experience in the container cloud field and the advanced Karmada technology of the community. The solution provides you with capabilities such as unified management of cross-cloud clusters, unified deployment of applications in multiple clusters, cross-cluster auto scaling and service discovery, and automatic application failover.
