Required Materials

You must use Huawei Cloud app to upload required materials, such as the identification documents for the entity leader and the website administrator, and the certificates of the organization. You should prepare the required materials in advance so that your ICP filing can be processed as quickly as possible.

Individual ICP Filing

Required for ICP filing entities who have more than four domain names to be filed.

Domain name certificate

Required by communications administrations in Jiangsu, Shaanxi (five or more domain names submitted), Sichuan (10 or more domain names submitted), and Henan (four or more domain names submitted).

Contact the domain name registrar for the certificate.

Pre-approval or special approval documents

As required by relevant laws and regulations, if your website provides information or services related to specific industries, such as news, publishing, education, healthcare, medicine and medical devices, culture, broadcasts, films, and TV programs, you must obtain a pre-approval before you apply for an ICP filing, and also submit the approval documents to the communications administration of the province, autonomous region, or municipality where you are located.

Letter of authorization to the entity leader

Required by communications administrations in Sichuan, Gansu, Anhui, and Liaoning if the entity leader is not the legal representative.

The letter must be an A4-size paper printing and contain information about the legal representative and authorized person, including their names, certificate numbers, and positions. Some local communications administrations additionally require the authorization date.

Letter of authorization to the website administrator

Required by communications administrations in Hunan, Hubei, and Tianjin if the website administrator is not the legal representative. Communications administration in Shanghai additionally requires a locally-issued one.

Website construction proposal

Required for ICP filing entities who have more than four domain names to be filed.

The letter must include information about the website domain name, business scope of the organization, associated industry, specific website service, and website administrator.
