Domain Names

In accordance with the rules and regulations stipulated by Anti-terrorism Law of the People's Republic of China, Cybersecurity Law of the People's Republic of China, Measures for the Administration of Internet Information Services, and Measures for the Administration of Internet Domain Names, to further standardize the use of domain names in Internet information services, ICP filing for domain names shall comply with the following principles since January 1, 2018:

  • Domain names used by Internet information service providers must be legally registered.
    • For individual applications, the registrant shall be the individual himself or herself.
    • For organizational applications, the registrant shall be the organization (including the shareholders), principal leader, or senior administrator.
  • Internet information service providers must provide authentic and complete identity information for verification of their identity, as required by relevant laws and regulations. Otherwise, Huawei Cloud will not provide ICP filing services.
  • After you submit the ICP filing information through Huawei Cloud ICP filing system, the MIIT system will verify the domain name. If the verification fails, the MIIT system will reject your ICP application. If the verification passes, you can submit your ICP application to the local communications administration for review.
  • If the domain name does not exist or has expired, and if the identity information cannot be verified, Huawei Cloud will stop providing ICP filing services, as required by relevant laws and regulations.

Rules for Verifying Domain Names

You must adhere to all of the following rules:

  • The top-level domain name of the website domain name has been approved by the MIIT.
  • The domain name is managed by state-approved domain name registrar.
  • The domain name is within the validity period of registration, which is subject to the time displayed in the query result in the domain name registrar.
  • You have completed real-name authentication.
  • For both individual and organizational ICP filing, the filing entity information must be consistent with the registrant information used for real-name authentication. Such information includes the name, certificate type, and certificate number.
    • Individual ICP filing: names, certificate types, and certificate numbers.
    • Organizational ICP filing (by the organization or entity leader): names, certificate types, and certificate numbers. If their information is inconsistent, that is, the registrant is a shareholder, a principal leader, or a senior administrator, you should upload proof materials to the Huawei Cloud ICP filing system.

    If an enterprise or organization plans to submit an ICP filing, it is recommended that it registers the domain name in the name of the enterprise or organization. If the domain name is registered by a shareholder, principal leader, or senior administrator, more proof materials are required, such as the stock certificate, Articles of Association, tax payment certificate, and insured deposit certificate.
