Why Are Certain Files Not Downloadable Even Though They Have Not Expired (365 Days)?

CDN PoPs regularly evict cached content that has not recently been accessed, regardless of the content's expiration time.

You can prefetch resources so that users can obtain the most recent resources from CDN PoPs upon first access. For details, see Cache Purge and Prefetch.
