Why Only Two Outputs Are Generated When Three Outputs Are Configured in the Transcoding Template?

If upsampling is not enabled for the transcoding template and the resolution set in the transcoding template is higher than the original resolution, the original resolution is used for output. If both of the two configured resolutions are higher than the original resolution, only one output with the original resolution is created. For details, see Transcoding Settings.
