Can I Use CBH to Manage Resources Under Other Accounts?

Yes.

CBH can directly manage resources in the same VPC as that of the CBH instance.

You can establish a VPC peering connection to enable communication between two VPCs of different accounts. But, using CBH across different accounts is unstable as network connection across VPCs may be unstable in some cases.
