What Can I Do If the Video Storage Bucket and MPC Are Not in the Same Region?

Handle the problem as follows:

Switch the MPC region to the region where the OBS bucket is located, and then transcode the videos. MPC supports a limited number of regions. If MPC is not available in the region where the OBS bucket is located, go to 2.
Use cross-region replication of OBS to replicate video files to an OBS bucket in the MPC region, and then transcode the videos. For details, see Cross-Region Replication.
