Constraints

Table 1 describes the constraints when you apply for an ICP filing in the Huawei Cloud (Chinese mainland) ICP filing system.

Basic requirements

To perform an ICP filing for your domain name in the Huawei Cloud (Chinese mainland) ICP filing system, you must first purchase Huawei Cloud servers (yearly/monthly) and EIPs deployed in the Chinese mainland.

Entity

You can use a Huawei Cloud (Chinese mainland) account to apply for ICP filing for only one entity, either an enterprise or an individual. An entity can obtain multiple ICP numbers for multiple websites.

Website name

Name your website based on the naming rules.

Pre-approval

If your website involves information related to industries that require pre-approvals, you must obtain a pre-approval from the relevant authority before you apply for an ICP filing.

CDN

If your website hosted on an instance that is deployed in the Chinese mainland needs to use Huawei Cloud Content Delivery Network (CDN), you must apply for an ICP filing. You must first purchase Huawei Cloud Elastic Cloud Servers (ECSs) and EIPs that are deployed in the Chinese mainland for verification.

ELB

If you use Huawei Cloud ECS and Elastic Load Balancing (ELB) deployed in the Chinese mainland, you can use one of the ECSs or the ICP filing authorization code generated by this ECS for verification. After the ICP filing is complete, direct your domain name to the IP address of your load balancer.

Domain name

The top-level domain of the domain name that needs an ICP filing must be approved by the MIIT.

The registrar must be approved by the MIIT.

The domain name must be within the validity period of registration.

You must complete real-name authentication for the domain name.

The information about the registrant must be consistent with the entity information.

You can apply for an ICP filing for only one domain name of each website.

Website content

Any illegal content is prohibited.

If the website content contains information about an industry or an enterprise, you cannot apply for an ICP filing as an individual.

Server

To perform an ICP filing for your domain name in the Huawei Cloud (Chinese mainland) ICP filing system, you must first purchase a Huawei Cloud server deployed in the Chinese mainland. Currently, the following subscriptions on Huawei Cloud (Chinese mainland) can be used for ICP filings:

  • ECSs (including Huawei Cloud Flexus X instances): The subscription term must be at least three months, including the accumulative duration of renewals.
  • Huawei Cloud Flexus L instances: The subscription term must be at least three months, including the accumulative duration of renewals.
  • Enterprise Web Portal: The subscription term must be at least three months, including the accumulative duration of renewals.
  • Dedicated Cloud (DeC): The subscription term must be one year or more.
  • NAT Gateway: The subscription term must be at least three months, including the accumulative duration of renewals.

ICP filing authorization code

ICP filing authorization codes are generated by ECSs (including Huawei Cloud Flexus X instances and L instances) subscribed to for at least three months. Each server can generate five authorization codes, but you can only apply for ICP filing for a website using one code.
