DBE_SQL_UTIL.create_remote_abort_sql_patch

create_remote_abort_sql_patch creates abort SQL patches and returns whether the execution is successful, as described in Table 1.

Only the initial user, sysadmin, opradmin, and monadmin have the permission to call it.

result	OUT bool	Specifies whether this operation is successful.
