Root Cause
The edge WAF policy rule quota is insufficient.

The edition with the largest quota can meet the requirements. |
Upgrade the service edition to the required edition. |
If the quota of IP address blacklist and whitelist rules is insufficient, you can upgrade the service edition, or purchase the rule expansion package of edge WAF. |
