The error message "code":"Ecs.0021","message":"Failed to check Cinder quotas because the number of Gigabytes exceeded the upper limit or CreateRootVolumeTask-fail: call evs api - create volume fail :{"error_msg":"volume gigabytes exceeded volume gigabytes quota!","common_error_code":"CMM.3141","error_code":"EVS.1042"} is displayed during service ticket execution.
