DBE_SQL_UTIL.enable_remote_sql_patch

enable_remote_sql_patch enables SQL patches on a specified CN and returns whether the execution is successful, as described in Table 1.

Only the initial user, sysadmin, opradmin, and monadmin have the permission to call it.
