扩容集群
功能介绍
此接口用于扩容集群，亦可用于添加空闲节点。默认情况下：表示执行扩容操作。
通过create_node_only字段用以区分当前是扩容、添加空闲节点：

true：仅添加空闲节点

false：表示执行扩容操作
