Service deployment architecture divides resources into five layers (from the hardware infrastructure at the bottom layer to the applications at the top layer). For cloud services, you only need to focus on the virtual network, instances, and applications layers. Build models for each layer based on their resources characteristics, and set different monitoring metrics for each layer. Generally, you can classify severity levels as minor, major, and critical, each with its corresponding handling measures. For an application architecture that is sensitive or highly important to service reliability, a warning level can be added.
