What Can I Do If BitLocker Is Not Enabled on the Target Disk After Windows 11 Migration?

Symptom

After migrating a Windows 11 server to a Huawei Cloud ECS instance, BitLocker remains enabled on the source disk but is not enabled on the target disk.

Possible Causes

This is normal during the migration. Because SMS runs on the source operating system and can only access decrypted (plaintext) data, it cannot preserve the BitLocker encryption state during migration. As a result, the target disk is unencrypted after migration.

Solution

After migration, to re-enable BitLocker encryption, manually turn it on for the target ECS disk through the control panel.

  1. Log in to the target ECS and choose Control Panel > System and Security > BitLocker Drive Encryption.
  2. Select the system drive (usually drive C), click the option next to Turn off BitLocker and select Turn on BitLocker.
  3. Select the unlocking mode, which can be TPM + password or TPM only. Set a strong password and save the Recovery key to a secure location, such as a Microsoft account or file.
