What is ICP Filing?
ICP filing allows you to use servers in the Chinese Mainland to provide non-commercial, publically accessible and shared information to users free of charge.
Why do I need ICP filing?
According to the Regulation on Internet Information Service of the People's Republic of China (Decree No. 292 of the State Council) released by the Ministry of Industry and Information Technology (MIIT), publically accessed websites cannot be hosted on servers in the Chinese Mainland until an ICP filing number from the MIIT is obtained. No ICP filing is required for servers outside of the Chinese Mainland.
What are the requirements?
Enterprises must have a registered business entity in the Chinese Mainland. Foreign individuals must have a permanent residence permit in China, and their ICP filing numbers can be used to host personal websites only.

ICP Filing
ICP filing allows you to provide non-commercial, publically accessible and shared information to users free of charge. ICP filing is mandatory for all websites hosted in the Chinese Mainland. Internet service providers must submit ICP filing applications on behalf of website operators. HUAWEI CLOUD customers can log in to the HUAWEI CLOUD ICP filing system to submit the application.
ICP License
ICP licenses are required if you will charge users for Internet information services. Please note that, before applying for an ICP license from your provincial or municipal branch of the MIIT, you must first obtain an ICP filing number.
PSB Filing
As of 2016, all websites that have obtained an ICP filing number from the MIIT must submit Public Security Bureau (PSB) filing applications within 30 days after the sites become available online to the public.
