Can I Upgrade a Basic Edition Instance to a Professional One?

No. The underlying architecture varies depending on the Redis edition.

How Do I Choose Between Professional (Performance) and Professional (Storage)?

Professional (performance)
SSD storage is not supported. Data is stored entirely in memory. Use this edition if you require up to 400,000 QPS.
Professional (storage)
Both memory and SSDs are used. The full data is stored in SSDs, and hot data is cached in the memory. Use this edition if you need to reduce costs and require up to 70,000 QPS.
