Does DMS for RabbitMQ Support Public Access?

For RabbitMQ 3.x.x, yes. For RabbitMQ AMQP-0-9-1, no.

RabbitMQ 3.x.x: You can enable public access on the instance creation page when creating the instance, or on the instance details page after the instance has been created.
