Am I Still Billed for a Component That Is Stopped but Not Deleted?

If a pay-per-use component is stopped but not deleted, it is still billed.

Deleted or stopped components are not billed separately. Instead, they are billed based on the minimum environment specifications: 8 vCPUs and 32 GB memory

Delete the environment to stop billing.
