Why Does the Signature Remain in the "Processing completed (under qualification review)" Status After the Qualification Is Approved and the Signature Is Associated?

Once a signature has been approved and associated with a qualification, the association undergoes a review process. If the signature matches the qualification, the status changes to Processing completed (real name registration in progress) and the signature is registered with the carrier. Once the registration is complete, the status changes to Processing completed. However, if the signature does not match the qualification, the status changes to Processing completed (real name registration failed).
