It controls the priority for scaling a node pool. A larger value indicates a higher priority.
In auto scaling scenarios, autoscaler parses and selects the auto scaling policies for the clients.

Suggestions
autoscaler preferentially scales high-priority node pools using the default policy. If there are multiple node pools with the same priority, autoscaler will select one based on the minimum waste and random selection policies. For details, see the expander parameter of autoscaler.
