Ascend HCCS-Interconnected NPU Affinity for Preferential Scheduling

It controls whether Ascend HCCS-interconnected NPU affinity is enabled for preferential scheduling. If the scheduling is enabled, resources will be preferentially scheduled to a node's NPU1980 chips to reduce resource fragments.
