Does DMS for RabbitMQ Support Public Access?

Yes.

RabbitMQ 3.8.35: You can enable public access on the instance creation page when creating the instance, or on the instance details page after the instance has been created.
RabbitMQ AMQP-0-9-1: Public access is not supported.
