Would a Pay-Per-Use Elastic Resource Pool Not Be Billed if No Job Is Submitted for Execution?

For a pay-per-use elastic resource pool, Dedicated Resource Mode is selected by default. The resource pool is billed by the calendar hour since it is created. Even though there are no jobs running in the pool, you are still being billed.

Elastic resource pools incur charges by the CUs purchased. The billing is calculated in seconds and settled hourly. A pay-per-use elastic resource pool can be deleted one hour after it is created.
