Deploying a Regular Website

Scenario

ICP filing is a legal requirement in the Chinese mainland. All websites based in the Chinese mainland must complete an ICP filing.

To deploy a website that can be accessed using the domain name, follow the steps below.

  1. Register a domain name.
  2. Build your website.
  3. Apply for an ICP filing for the website.
  4. Configure domain name resolution

As shown in Figure 1, after your website is built, you need to apply for an ICP filing. You have to submit required materials to the service provider for initial review. If your application is approved, the service provider submits your application to local communications administration for approval. Your website can only be accessed after getting an ICP number from local communications administration.

Websites That Require ICP Filing

Websites hosted on servers deployed in the Chinese mainland require ICP filings from the MIIT. See Table 1 for details.

Websites accessed using domain names

A domain name is bound.

Required.

If the domain name is resolved to a server deployed on Huawei Cloud (Chinese mainland), log in to the Huawei Cloud (Chinese mainland) ICP filing system for filing.

Websites accessed using IP addresses

No domain name is bound. You have to access the website using an IP address.

Required.

You can apply for an ICP filing for the IP address in the Huawei Cloud (Chinese mainland) ICP filing system.

As it is easier to use a domain name to access the website, you should use a domain name and apply for an ICP filing accordingly.

ICP Filing Review

Your ICP filing application will be reviewed by the service provider and then by local communications administration. Such reviews cover the items below.
