Can I Increase My Bandwidth Billed on Yearly/Monthly Basis and Then Decrease It?
You can increase bandwidth for a yearly/monthly EIP any time you want to, and the change takes effect immediately. But you can only decrease it when you renew the EIP subscription, and the decreased bandwidth will not take effect until the next billing cycle. For details, see Modifying an EIP Bandwidth.
