A single-node Kafka instance has one fixed broker. A cluster Kafka instance has at least three brokers. The quantity is subject to the broker flavor.

For single-node Kafka instances: No. For cluster ones: Yes, it can be increased. See Modifying Kafka Instance Specifications.
