Allowed Unsafe sysctls

It specifies the list of the allowed unsafe sysctls.

Unsafe sysctls or sysctl parameters have an asterisk (*) at the end and are separated by commas (,). These parameters include kernel.shm, kernel.msg*, net., fs.mqueue., and kernel.sem. Such parameters are allowed in containers, but they are disabled by default.
