Why Is a Message Displayed Indicating That My Account Is In Arrears Even If My Account Has Balance?

Symptom

When the account is reset and has balance, a message is displayed indicating that the account is in arrears during namespace creation.

Solution

Log out and log in again, or clear the browser cache. Then, try to create the namespace again.
