This is because that VPN connections working in active-active mode will use Direct Connect resources. If you are using a VPN connection to access a VPC, some Direct Connect resources will be occupied. As a result, you cannot use a Direct Connect connection to access the same VPC. Similarly, if you are using a Direct Connect connection to access a VPC, you cannot use a VPN connection to access the same VPC.
