Will a New User with the Same Name as a Deleted User Inherit Their Permissions and Tasks?

No.

Each user has a unique ID. Despite having the same name, another user cannot replace the deleted user because they have different IDs.

Therefore, the new user cannot inherit the deleted user's permissions and tasks unless assigned by the administrator.
