Can I Use the Ping Command to Test Latency?

No.

You can use the ping command to test the Internet connectivity between clients and access points but not to test latency.

For example, run the following command:

C:\Users\******>ping 10.108.172.1
Pinging 10.108.172.1 with 32 bytes of data:
Reply from 10.108.172.1: bytes=32 time<1ms TTL=254
Reply from 10.108.172.1: bytes=32 time<1ms TTL=254
Reply from 10.108.172.1: bytes=32 time<1ms TTL=254
Reply from 10.108.172.1: bytes=32 time<1ms TTL=254

Ping statistics for 10.108.172.1:
    Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Approximate round trip time in milli-seconds:
