NULL: not applicable.
NO PAD: no padding.
PAD SPACE: blank spaces padded at the end.

PG_COLLATION describes available collations, which are essentially mappings from an SQL name to OS locale categories.

collencoding	integer	-	Encoding in which the collation is applicable, or -1 if it works for any encoding. It is compatible with PostgreSQL.
collcollate	name	-	LC_COLLATE for this collation object
collctype	name	-	LC_CTYPE for this collation object
collpadattr	text	-	Collation padding attribute. NULL: not applicable. NO PAD: no padding. PAD SPACE: blank spaces padded at the end.
collisdef	boolean	-	Determines whether the collation is the default collation of the character set.
id	integer	-	Not supported in the current version.
