ADM_TAB_COMMENTS

ADM_TAB_COMMENTS displays comments about all tables and views in the database. By default, only users with the SYSADMIN permission can access this view. Common users can access the view only after being authorized. This view exists in both PG_CATALOG and SYS schemas.
