Why Are Certain Files Not Downloadable Even Though They Have Not Expired (365 Days)?

Although their maximum cache age is 365 days, CDN points of presence (PoPs) regularly delete cached content that has not recently been accessed, regardless of the content's expiration time.
You can preheat resources so that users can obtain the most recent resources from CDN PoPs upon first access.
