Handling Method
By default, the Internet Explorer does not use the UTF-8 to send query strings. To solve this problem, change the default configuration of the Internet Explorer.
Procedure
- Open Internet Explorer, for example, IE 11.
- Click Settings in the upper right corner of the browser and choose Internet Options > Advanced.
- Select Send UTF-8 query string for non-Internet URLs, as highlighted in the following figure.

- Click Apply, and then click OK.
- Restart the Internet Explorer.
Then, you can properly access the object URL.
