Discontinuing the Cascade Delete Function

We've discarded the cascade delete function for the API used for deleting a load balancer and the API used for deleting a listener.

Before you delete a load balancer or listener, you need to delete the associated resources. See the constraints of that API during deletion. The following are APIs involving the cascade delete function:
